Raul Castro is the new leader of Cuba. If I were the Cuban leader I would put a hold on capital punishments and torture. I would begin examination and investment in a new electric car production facility, even if they only produce a few hundred thousand over the life of the factory it would be a proof of concept, and Cuba has some great old cars going. This could help solve their vehicle parts and supply shortage. Even less trained Cubans should work for the state to get it right until they get it right. Use the internet for data. You can learn electronics via wikipedia. Kim Jung, if you're reading this, tell the Cubans.

Being so richly sunbathed, I would begin Cuban harvesting of the sun's infrared radiation with IR-sensitive antennae to turn into electrical power, as shown in the latest solar panel technology breakthrough, at 80% efficiency. Nuclear plants generate ~23% efficiency. However, allied closely with Venezuela and their oil resources, it might have an intermediary effort. Venezuela ad the other 3rd world nations should expand their work in solar power, even though many have rich oil supplies. It won't last for long and you'll want that solar power.
